Since its inception, CDPHP has developed and implemented quality initiatives that improve health outcomes and the general well-being of its members while promoting health equity. The awards and recognition we earned in 2022 are evidence of our dedication to continuous improvement. Below are just some of the highlights of our 2022 quality program.

    5 Star Medicare Advantage Plan
  • ­­Sustained 5-Star Rating. The Centers for Medicare & Medicaid Services (CMS) has once again rated CDPHP Medicare Advantage PPO and Medicare Advantage HMO plans with 5 out of 5 stars, among the highest in New York state and the nation. Scores are based on several key categories, including preventive care services, management of long-term health conditions, customer service, members’ experience with their health and drug plan, and access to health services, among others.

  • Support for Families. CDPHP has teamed up with Ovia HealthIncrease in Perinatal Mental Health Treatment to offer comprehensive, women- and family-centered health services via a digital platform. The program supports members with personalized guidance from a coaching team and robust educational content relating to contraception and family building, maternity and postpartum health, parental well-being, and children’s health.

    Already, we have noted improved health outcomes for those enrolled in the program, including a 28 percent reduction in dangerous and costly preterm delivery and NICU stays, a 15 percent reduction in cesarean sections, and an 18 percent reduction in incidences of preeclampsia. Additionally, our data indicate a 92 percent adherence to recommended infant vaccinations and a 31 percent increase in perinatal mental health treatment utilization.

  • Help for Seniors and Vulnerable Populations. CDPHP partners with Landmark Health to provide at-home clinical services to address the care needs of elderly, chronically ill, and homebound members via house calls by licensed medical professionals. 

  • Mental Health Support. Mental Health SupportCDPHP is proud to team up with aptihealth to help its members deal with behavioral health challenges, such as anxiety, depression, grief, and substance use disorders.  aptihealth is an online platform that offers 24/7 access to personalized therapy, weekly video sessions with a therapist matched to their individual needs, direct messaging support, and medication management for eligible members age 5 and older.

  • Innovative Product Design. Our benefit plans are designed to optimize the health of our members, increase access to care, and control member cost share. Among the enhanced benefits launched in 2022 were:

    • $0 copays for Doctor On Demand visits for those with qualified high-deductible plans.

    • Expanded virtual health applications.

    • $0 primary care visits for children across most lines of business.

    • Access to virtual cardiac rehabilitation.

    • Increased reimbursement for weight management programs.

  • Diversity, Equity, and Inclusion. Diversity, Equity, and InclusionThere are many disparities in health care delivery that arise as a result of cultural differences, implicit bias, and health illiteracy challenges. CDPHP is committed to addressing such diversity, equity, and inclusion (DEI) issues by educating its staff.

    • Our orientation program for new hires now includes a 60-minute DEI presentation highlighting ways CDPHP promotes a culture of inclusion and belonging. In addition, we require our leadership team to complete training focused on implicit bias.


    • Our Diversity Matters workgroup continues to provide opportunities for employees to come together in a “round table” format to discuss DEI or other issues that arise. In 2022, the group coordinated several activities designed to increase staff awareness of inequity and bias. Activities included an email series highlighting how CDPHP addresses health disparities among our members, participation in the CDPHP Equity Challenge, presentations by guest speakers during Black History Month and Hispanic Heritage Month, a third annual in-service session for caregivers, expansion of our DEI learning library, and creation of a cultural calendar that is shared with employees.


    • CDPHP participated in the Best Companies Group Inclusive Workplace program and survey, and our company was named to the Inclusive Workplace Leaders list for 2022-2023.

  • CDPHP Insights. CDPHP Insights is a vibrant, online community of health care consumers comprising 3,755 CDPHP members and future members. Through this community, we gain direct, valuable feedback that can translate to actionable results. Insights surveys explore consumer satisfaction with plan communications, benefit designs, website features, fitness and wellness programs, home delivery services, CDPHP events, and more.

  • Member Advisory Committee (MAC). Now in its fifth year, the CDPHP Member Advisory Committee is an important sounding board for CDPHP leaders looking to hear firsthand what’s going well and what needs improvement in the health care industry. The committee consists of nearly 20 members and nonmembers who meet quarterly to discuss ways to improve the quality and experience of care for patients throughout the CDPHP coverage area. In 2022, MAC members discussed topics such as the mental health crisis, wellness benefits, and the plan’s partnership with Community Care Physicians.
