Enrollment 2022

Small and large businesses across the country continued to rebound following a pandemic that created many financial challenges in its wake. At the same time, the continuance of the public health emergency (PHE) led to the extension of health benefits and an increase in enrollment of low-income New Yorkers not required to recertify for Medicaid coverage.

Despite these challenges, there were some bright spots, including CDPHP once again being named a 5-Star Medicare Advantage plan. This, combined with the plan’s partnership with Community Care Physicians (CCP), has positioned the company for future growth and success.

• In our commercial lines of business, small group membership grew by 4 percent, while our large group book of business shrank by about 3 percent. The individual and group Medicare market remained relatively flat, and self-funded business was down approximately 12 percent.
  

• Medicaid enrollment continued to outpace budgeted growth due to the extension of the PHE. This also led to Child Health Plus and Essential Plan enrollment falling slightly below projections. With the PHE ending in 2023, our focus will be to grow in the more profitable state programs lines of business.
  

• Individual Medicare grew by more than 7 percent, despite the national competitors continuing to steal market share from each other and other local plans. CDPHP conducted numerous compliant marketing activities with Community Care Physicians that accounted for 23 percent of our gross enrollments being attributed to CCP physicians. Through these efforts, we were able to reach 100 percent of our year 1 enrollment goal with CCP. Our 5-star rating continued to be a growth driver during lock-in periods when other non-5-star-rated plans were unable to take on new enrollments
