An accomplished executive with more than 30 years of experience in the health care industry, Tracy Langlais serves as senior vice president of medical affairs operations at CDPHP. In this role, Langlais oversees the health plan’s strategy for population health management and utilization review. Under her guidance, CDPHP is continually recognized as one of the top-rated health plans in the country for quality and customer service.

In recent years, Langlais and her team have led a grassroots campaign to transform the way in which CDPHP delivers care to its ever-changing Medicaid population. Working alongside community organization, faith-based groups, and health care providers, Langlais and her team have increased engagement rates for the health plan’s Medicaid population by 55 percent and decreased emergency room visits by 38 percent.

A skilled negotiator and proven leader, Tracy was instrumental in CDPHP being awarded a Delivery System Reform Incentive Program (DSRIP) contract to provide case management services to patients in-and-around the Capital Region. In this partnership, CDPHP is collaborating with area hospitals and community based organizations to transform the delivery of care for Medicaid patients throughout Upstate New York and ultimately reduce unnecessary hospital admissions by 25 percent by 2020.

Prior to joining CDPHP, Langlais was the quality assurance and utilization review coordinator for Empire BlueCross and BlueShield. She also served as plan-wide accreditation liaison for Community Health Plan.

She earned her nursing degree at Sage College, Albany, N.Y. In line with the work Langlais does at CDPHP, she is an advocate for reducing food insecurities in the Capital Region and routinely supports fundraisers for the local not-for-profits committed to this cause.
