An update on our contract discussions with St. Peter’s Health Partners (Trinity Health)

St. Peter’s Health Partners recently notified CDPHP® members that they will leave our provider network if a new contract isn’t agreed upon by December 31, 2025. Contract negotiations with St. Peter's Health Partners are still underway and ongoing.

These types of contract discussions are normal for this time of year, and it’s common for these conversations to continue well into the fourth quarter – or even the first quarter of the following year – without any disruption in care.

While most of these discussions between insurers and providers occur privately, some can become public. You’ll likely continue to hear about these discussions as more doctors and hospitals locally and nationwide use public pressure as a negotiation tactic.


Our #1 Goal: Keep St. Peter’s Health Partners in Our Network

We are working to reach a fair and equitable agreement that keeps St. Peter’s Health Partners in our network.

If St. Peter’s Health Partners chooses to leave our network, however, they’ll become an out-of-network provider. You can still receive care from out-of-network doctors and hospitals, but you’ll usually have to pay more.

We know you value the care you receive from your doctor and hospital. Hearing that they may choose to leave your insurer’s network can be confusing and stressful. We want to reassure you that our goal is to keep St. Peter’s Health Partners in our strong network, which includes more than one million providers coast-to-coast.

Our priority is to come to an agreement, and we remain committed to these ongoing negotiations.


Unreasonable Payment Requests That Impact You

During these contract discussions, St. Peter’s Health Partners asked for unreasonable payments from CDPHP. This has become an unfortunate pattern as hospital systems attempt to leverage their market power to extract exceptionally high payments.

As your locally based, not-for-profit health plan, we don’t think that’s fair to you.

If we agreed to this, you could bear the burden of these added costs. This is unacceptable, as health care costs continue to rise. Our team is working hard to reach a fair contract with St. Peter’s Health Partners that preserves access to your doctors and hospitals without substantially raising your health care costs.

We understand this impacts your experience as our member. At this time, you don’t need to take any action. We will communicate further updates as they develop.

It’s our priority to come to a mutually agreed upon contract with St. Peter’s Health Partners by year end.

What is happening between CDPHP and St. Peter’s Health Partners (SPHP)?

For several months, CDPHP has been negotiating in good faith regarding our contract renewal with St. Peter’s Health Partners (SPHP). These types of discussions typically happen behind the scenes and are a normal part of our business practices.

Unfortunately, SPHP decided to issue notices to patients well ahead of the contract termination date, making these discussions public and causing panic among our members. Rest assured, we are actively negotiating and committed to reaching an agreement.

Which CDPHP health plans are affected by the negotiations?

CDPHP commercial (including employer-sponsored and ACA marketplace), Medicare Advantage, Medicaid, and Essential Plan health plans.

Why has a contract agreement not been reached?

The SPHP parent company – Trinity Health of Livonia, Michigan – has historically and continues to demand unreasonable rate increases from CDPHP. CDPHP and our members, which include many small and large business owners in the Capital Region, are not in a position to absorb these cost increases. That’s why we’re holding the line on a fair and equitable contract.

What is CDPHP doing to come to an agreement with SPHP?

CDPHP is working directly with St. Peter’s Health Partners to reach renewed agreements. There is still plenty of time to reach an agreement to ensure patient care is not disrupted.

Will my upcoming appointment or procedure be covered?

Right now, you can continue to schedule appointments, procedures, and treatments with St. Peter’s Health Partners as you normally do.

When could my benefits be impacted?

Our existing agreement expires on December 31, 2025. New York State mandates that impacted patients continue to have in-network access to St. Peter’s Health Partners until March 1, 2026.

What if I have a procedure scheduled with a doctor or hospital after the provider leaves the network?

We understand some patients may have appointments scheduled on or after a termination date. If this is the case, you should call CDPHP Member Services using the phone number on the back of your member ID card, to determine whether your procedure will be covered through Continuity of Care provisions.

What should I do if I am pregnant or undergoing active treatment for cancer or a chronic condition from an out-of-network provider?

Some patients, including those who are pregnant or undergoing active treatment for cancer or a chronic condition, may qualify for extended in-network access through the CDPHP Continuity of Care program. That means you can continue to receive care from the out-of-network provider at the in-network rate for a certain period of time.

Please call CDPHP Member Services at the phone number on the back of your member card to see if you qualify, and to get instructions on how to continue to receive care based on your health plan.

If you have insurance through your employer, contact your HR or benefits manager on coverage details.

Will I still be able to enroll in a new plan if an agreement is not reached?

CDPHP and St. Peter’s Health Partners continue to collaborate on a new agreement. There is no reason to switch plans at this time.

Following the Annual Election Period, Medicare Advantage members have from January 1 until March 31 to change plans during the Medicare Open Enrollment Period.

Commercial and Group Medicare members should reach out to your health benefits administrator for other plans you may be eligible for.

If I want to choose a new doctor, how do I go about doing so?

You may search for providers and facilities that participate with your plan by using the Find-A-Doc search tool at findadoc.cdphp.com. It is important to note that SPHP providers and facilities will show as participating as their contract is still active.
