CDPHP membership trends since 2021 reflect a mix of stability in core products and volatility across newer or transitioning lines. The flagship HMO segment has remained largely steady, growing by just 1.4%, while the self-insured CDPHN business experienced a decline through 2023 before rebounding 14% by 2025. In contrast, CDPHP UBI (PPO/EPO) enrollment has steadily declined, driven in part by EPO product changes.
